Yes it can with canned food. The essence of survival is food and water, and you can buy food that you can store long term for just under $1. Granted, not all canned food can be bought for 99 cents, but at my grocery store I just got a can of green beans for that price that will last me until August three years from now. For less than $2, I can get high quality protein in the form of canned seafood like anchovies, sardines, mackerel or tuna. These will give you considerable nutrition and energy to get you through the day.
You can buy a wide variety of canned soups, but then you have to take into consideration how they would taste cold if we are in a grid down scenario and you aren’t advanced enough in your preps to generate your own electricity to find a way to warm them up.
